		<description>I strongly agree with you that the blame for dog bites should be placed on the owner, including those who blithely let their dogs run out the front door, despite leash laws forbidding it. A loose dog not only has the potential to bite someone, but could run into the street and be struck by a car -- or collide with a bike rider and cause an injury to that person. And who'd be to blame? Not the dog, but the dog owner.
